black char (dust) on the floor under the boiler indicates overfiring or bad combustion. Someone might have missed the gas meter clocking and/or gas pressure adjustment. A firing chamber can't have excessive heat when adjusted to factory specs; which means draft is sufficient to carry combustion products up the flue instead of being held back.

If the maximum steam pressure is less than 1.5 psig, hammering is a result of piping errors.

Excessive gas usage can be from inadequate boiler sizing making almost constant firing, although without a starting point for comparison that can be arbitrary as to what is considered excessive.
