So I bet you have a high head B&G pump. They make one that produces 12 psi of head which would explain your 24 psi on the gauge.

Also, with a leak on the PRV, the makeup water will bring in new minerals and scale the inside of the boiler causing it to overshoot. With scale, the boiler cannot heat the water as easily. The scale tends to absorb the heat instead of just heating the water. Scale can also cause steaming of the water.

Make sure your gauge is reading correct by using a new or different one from the hardware store. If your pressure isn't going above 24 psi and there are no leaks anywhere after the fill valve, I would leave it.
