Steam Vents

I have a single pipe, steam heating system.

During the heating cycle, the valve on my radiators will “Blow off some steam”. I hear them clicking opening and closing… and I hear air/steam (under pressure) coming out.

Is this normal? I thought the valves should close after the steam has filled the radiator??
I checked the pressure on the Pressurtrol and it is set to .5 & 1

Are the valves supposed to open and close during the heating cycle
