COLD WATER STATIC PRESSURE

I know there is a formula for setting your cold water pressure in your boiler and expansion tank for baseboard hot water heat. My question is why is that so important to be at the right pressure, not to high and not to low? The circulator makes the water flow, or does it have something to do with the heat release from the water to the system. Could you be specific why? Thanks
