Take care not to create myths for public consumption. The IBR sq ft ratings provide for average piping and pickup allowance of 33%. Depends on which manufacturer uses the ratings or not. If the customer or installer is not aware of the meaning of IBR ratings, providing for the output less 33% by adding 33% to the radiation makes a prudent approach.

See the rating chart in this pdf to see the difference between output rating and IBR sq.ft. ratings.

There are also situations where residual larger piping can require more than 33%, especially when piping isn't insulated. Being the "must do police" doesn't fly at times when the customer is always right; walking away from the job when refused is always an option for the proud and independent.

So some caution in making a flat statement is prudent. Not 'getting away with the rule of thumb' can cause considerable loss of profit.
