Change the circulator so there is a known proper flow through the system with a drop in temperature from supply to return of the boiler of no more than 20F.

Then have the exhaust cleaned and repaired with all gas pressures set properly to factory standards.

It is a very ordinary situation to have people who can't figure out how to solve a problem to replace it entirely in hopes the factory will have solve the control problem by a new boiler; but - if a boiler doesn't leak, the boiler is fine - just the controls need to be set right again.
