More water in boiler, more steam in radiators?

Just a curious question:

Recently, our heating contractor added 2 or 3 gallons more water to the boiler than normal - he was treating the water. I noticed that the time it takes to make steam now has increased by a minute or so.
We did not have low-water issues before so don't know if we need the water this high.
Is there a downside ($$) to having this much more water? Is there any up-side at all for this?
