Commercial boiler code calls for a separate primary 'automatic' pressure control and another safety pressuretrol that has to be reset manually to assure looking at the problem of overpressure if it ever occurs. Your installer doesn't understand all about controls; the 'another person' does; but the installer set the controls well. If the system heats well and the pressure gauge works, all is well; you don't need more than .5 to 1 psig to heat with steam in most residential systems.
