Pressuretrol operation

I have a newly installed Peerless 64-12 gas fired commercial steam boiler. Unlike my old boiler, this one has two pressuretrols. Installer told me one is for the "cut in" and the other for "cut out" pressure. I didn't really understand this as I thought you only needed to set "cut out" and adjust a differential. Another person told me one is the primary, or actual pressure setting, and the other is a backup in case the primary fails. In that case I was told to set the pressure slightly higher on the secondary so I would know if the primary ever failed. Naturally, depending on how these are set to work would change how I set them. In the Peerless literature they refer to Primary and Secondary but don't elaborate. I usually run 1.5PSI. How should I set these up or is it dependent on how the installer had them wired??? The installer set it up with about .5PSI on the primary and 1.5 on the secondary. When we did start the boiler it made steam but never registered on the pressure gauge (1-10).
