Slow heating (Steam Heat)

Could Slow or leaking wet returns cause the system not to heat well?? It was taking a long time for my system to bring steam to my radiators the heating guy suggested the wet returns were clogged, leaking or slow. So he dug up my basement and replaced the return pipes. When he was digging the pipes were severely rusted and began to leak when the dirt was removed (So it wasn’t wasted..regardless), but with the new pipes the system doesn’t appear to be circulating steam any better.

First he thought it was missing main vents, but because each radiator and each main line has individual return back to the boiler, he told me the system doesn’t need main vents and that’s why they were never put on in the first place (40 yeas ago).
Does this make sense?
