Why sure, that's what 8124's do; it is a control for a boiler with a tankless hot water coil, so the burner runs when the boiler is colder than the low limit setting. They are a control to make hot water whether the thermostat is calling for heat or not. If the circulator runs at the same time, check that the circulator wires aren't on the wrong terminals, as the circulator shouldn't run when the thermostat doesn't call for heat and when the burner is running to make hot water.
