Modulating gas valve

I have a hard time of the boiler maintaining water temprature when it gets cold outside. Water temprature is usually 180 degrees and when the weather gets extremly cold and windy and more than 1 zone calls the temprature drops down to 140 degrees. I had to turn up the gas modulating valve setting to 9 to achieve 180 degree water temp. I installed a new modulating valve over the weekend and now it seems to be doing the same thing except instead of turning up the valve to 9 I can set it on 7 and achieve 180 degree water temprature.

I dont know if I am over reacting to this and things are working properly or if there is another problem that I should look into to ensure the boiler is operationg to its full potential.
