If you mean a boiler only ever reaches 110F-95F, then that is too low to run an old Weil (might happen if you have big pipes and standing cast-iron radiators or too much baseboard.) And NO, you don't need to maintain a boiler at temperature. Check that the guage isn't broken first by using a thermometer on the boiler outlet pipe.
