I would first suggest turning the aquastat on the boiler down to 200f. The boiler circulator will last longer that way. I would have the aquastat on the hydro coil on the outlet side. Is the circulator and piping properly sized. The coil has a certain resistance to flow and the length of pipe and fittings also create resistance. What size pipe goes to the coil and about how far is the coil from the boiler? What make and model is the circulator?
