Is the domestic coil covered with water? On steam boiles sometimes this may be a problem. The control may have too wide of a differential. The water usage seems excessive. Check for vents leaking steam on radiation and also on the main line vents. Check all return lines for leaks. Are there pipes under the floor? Have a service tech flood the boiler (not the system) and check for leaks.
