With the setback you plan of about 7 degrees degrees, you might not notice measurable efficiency. A set-back time of 3 hours and a heat-up time of 3 hours doesn't really provide all that much savings. The keeping of the water temperature near what is needed to provide heat for the whole hour limits the losses the boiler can make.

One way to get a quick rise in room temperature is to have a timer bypass the reset before the time to reach so the boiler can continue to heat to a higher temperature during the set-up time.
