The silly and annoying things people do are repeated everywhere all the time; thus they fit the norm.

The usual cause of the problem is that the maintenance crew doesn't know the difference between residential steam systems and industrial ones, so they usually jump the pressure controls up too high, which kills all the air vents at the radiation and sends steam and water at high speed out the boilers to slam against turns and ends of pipes.

I've been told this year at my MIL's apartment that they can't turn the pressure down because they have so many leaks they won't heat some apartments, so they roast more than half the people, forcing them to open the windows and spending a fortune for fuel rather than fixing the pipes.
