LOUD clanging noise from heater

I live in an older apartment building. Half the time, the heat doesn't come on and the other half, it's way too hot. I'm not able to turn it off and on either. But my problem is that at random times during the day and night the pipes make really loud clanging noises, sometimes lasting for 1/2 hour at a time. What can I do about this? Or, more specifically, what can I tell maintenance to do? Thank you. Also, sometimes it makes a hissing noise and spits out water. Is this normal?
