Skimming is usually done by the installer, as it is necessary to get good operation. Chemicals are usually not needed; but removing the pressure relief valve from the top of the boiler and adding water by cracking the fill valve slowly while heating the water to waste the water from the spillover until the water is clear is a way to clear the oil off the top. Emptying water from the bottom lets the oil slick back onto the walls as you drop the level and then the oil comes off to the top of the water if not skimmed.

When the oil is gone from the water, the relief valve is reinstalled and the system allowed to run. Much dirt will often come down after a boiler change, so the return water is wasted by blocking the return path from entering the boiler to divert the water to the drain.
