Negotiate with him. Tell him you are employed by another company who pays for your family's health care, life insurance, retirement fund, vacation, and all costs for your family's transportation, food, housing, clothing, education, and taxes. Tell him you understand that he is running a business and has additional office expenses beyond what a family needs, including answering staff, advertising, legal expenses.

If he will accept a fee of the retail cost of the boiler less 15%, you will pay all the above for him until the next job he gets. All he has to do is send copies of all his family and business home and office bills to you for that time. Make it a contract. He might go for it.

Especially as that would make him an employee, which would require you to do so by law.
