It would be nice if Weil would explain why themselves; but they tend to like to follow code writers, who take all the objections and good reasons, make rules from them and throw away the most informative part of the process because engineers should know and their technicians should follow, not ask questions, until they are ready to be given the grand knowledge. If you give too much knowledge away, you can't charge that much for it.
