Foam insulation won't work because it is a pipe chase with sanitary, vent, gas lines, and water lines running through a 1 ft x 2 ft vertical space running from above the basement to a crawlspace in the attic.

I thought putting a 3/4" x 8 ft lenght of the slantfin radiation pipe in that space on the first story would cause the heat to rise and keep those risers warm. I did not think it had to be accessible because I would almost treat it like a piece of 3/4" vertical copper pipe. Would I need an air valve at the top of that loop. Is that the problem, or could it just return down to the boiler.

How does heat tape work. I never had any experience with that.
