Electricity is made from fuels and wastes 2/3 of the fuel in the making of eletricity, so it is always more expensive than oil hot water, so it costs more to make hot water in an electric water heater. Exceptions are for those in unusually low electric billing areas - there are a few scattered around the continent to point to.
