Excessive soot build-up on heat exchangers

We have a 10 year old Mini-therm II gas fired hydronic boiler (Teledyne Laars) on propane gas. It has worked well for the first 9 years but not now. The burners develop ash on them causing flame spillage and setting off our carbon monoxide alarm. The burners have been cleaned thoroughly (steel brushed and vacuumed) numerous times. The heat exchangers have been cleaned twice now in 3 months due to excessive soot buildup; a very messy, slow job. The flame after cleaning has a nice blue color with no lazy yellow tip. It runs well for a few months and starts developing ash droppings on the burner tubes again. Lately the pilot light has gone out twice, something that has never happened before. We live in a remote area and have had two plumbers/heating contractors look at it with no lasting success. The original contractor who installed it has moved away.
