As the water starts out with full flow after it has been off for a while, the water pressure might be full when it starts, but drop off due to an upstream restriction. you will need to get some gauges to check the inlet water pressure before the unit and after it. If the water pressure drops at the inlet there is a restriction upstream. If the water pressure at the inlet doesn't drop, but the outlet volume drops, then the diverter valve is malfunctioning due to inaccurate sensing or a valve installation problem.
