Several steam questions

This is a new Lennox (Dunkirk) gas steam boiler on ancient piping.
Simplest first: I have the pressuretrol set at 2 with a 1 differential. System is quiet and steam is clean. But gauge on boiler never reads above .5. Is that correct?
Next: Should the pigtail feel hot right up to the pressuretrol? It doesn't. I cleaned a lot of gunk (balls of oil, lint, corrosion) out of this system by skimming and draining since November. Should I have a pro check pigtail?
Now the big one: Three radiators were re-piped during a renovation. Pipe size was reduced in process. Two small rads upstairs (one a short run, one long) do not heat unless I turn off a large one on first floor. I believe condensate may be trapped in two upstairs, but system pushes through it when large rad is off. Does this make sense? All three are on same main. I replaced main vents on the two existing mains and get great heat everywhere else. Should one or another of the rads that were repiped be piped off the second main?
