You have to allow enough room above the water line to let the water change to steam in the drum. If you can raise thew water without throwing it up into the main, then it is possible. Usually, a boiler can be cold-filled to 2/3 glass without a problem. Hopefully, the installers put the Hartford Loop at the right height and the gauge glass is indicating what the factory recommended so there needs be no change.
