Can't see the piping arrangements here. 2-pipe systems often used traps that dropped off the bottom of the main return to act as a trap instead of a mechanical trap. It might be that the return was used and was repiped without the drop trap for supply, not making an otimum size and branch rise for a 1-pipe supply/return. Any restriction of this nature would trap water in the radiator against the steam flow.

Incorrect steam radiator valves with the seats higher in the body would do the same.
