Radiator noise

I have a one pipe steam system. It used to be a two pipe system but was converted years ago apparently. This is a large three story house with the old converted coal boiler now burning fuel oil. My pressuretrol is set for .5-1.5 psi. I have four radiators on one side of the house that apparently have water trapped in them as you can hear bubbling and surging in them when the steam comes up. I have shimmed the radiators towards the valve, and made sure the valves are opened. This has not helped. What would my next step be. My mains are well vented with triple Gorton #2's on each main. Thank you.
