replacement of pipe in crawl space

I recently replaced my boiler (steam heat/radiators) with a new SB Smith. A year later, a 3 inch major steam pipe started leaking in my crawl space. The guys I called said it couldn't be cut out because there wasn't enough space to weld. Can I replace it with a smaller pipe? THe only area serviced are my living room, which never got any heat from the baseboard radiators anyway, and the downstairs hallway. I have a 2600 sq. foot house (upstairs/downstairs).

I am hoping someone can replace the steam pipe, using a smaller pipe. Would that cause serious problems?
