You can drop the pressure in the system so that water will not reach the height of the upstairs baseboard, then use the boiler to heat the lower floor until the upstairs is reconnected.

You might be lucky to get all the bubbles out by slowly raising the pressure after the rapair to get the air out of most of the upstairs unit; then close it off and raise the pressure to 4 psig at the top of the system.
