Oil smell from steam radiator valves

We have just had a new Weil McLain oil-fueled steam furnace installed in recent weeks. There is now a strong oil smell coming up with the steam and detectable through the small valves on the sides of the radiators when steam is running. This is a 90 year 18 unit apartment building with 4 floors. Furnace has been flushed with water several times to no avail. What can be causing this? Fumes are making some residents feel ill.
