At least you won't need another boiler, as you probably need about 85,000 btuh if the building is new. However, you aren't going to be able to push 9 gpm through a 3/4-inch loop 200 feet or so long. Run a 1-inch return to the mid-point of the circuit and split the single loop into two. The return of the 3/4 will be switched to the supply, so both ends are on the supply and the 3/4 midpoint will be connected to the 1-inch return to be connected to the return of the boiler. This will allow more than 40,000 btuh to be pumped to the baseboard so the heat can be dispersed from the boiler to the room and the boiler will stop short-cycling.
