EXACTLY, that is what the sentence means:
"both the relay and ignition are powered from the internal transformer of the 8124E"
If the ignition control draws too much due to an internal failure, the relay transformer could be overloaded, so a voltmeter and ampmeter helps to find that out. There could be a wiring short overpowering the transformer.
