I'm afraid I don't understand what you are suggesting I measure. Best i can tell, the only transformer involved in the entire process is the internal one on the 8124E. I doubt if both transformers are bad and I verified that 120V is coming in. The thermostat works and the electric ignition works - it's just the relay that isn't engaging.

Yes, my knowledge of electronics is quite amateur, but I am poor (and quite cold) and would really appreciate a little more guidance.

: As both new and old had the same problem, it is probably a failure due to low voltage or an ignition control, as both the relay and ignition are powered from the internal transformer of the 8124E. Using an 8124E as a test instrument is much more expensive than using a voltmeter.
