steam boiler heating inconsistancies

Hi,
I have a boiler problem for a while now. I live in a two story apartment building. The front half is on a long run and the back half is on a short run. The thermostat is in the middle of the house on the 1st floor. About a month ago I installed Gorton valves on all of the radiators (12). I installed them according to the distance of the radiators. None of the radiators on the first floor are getting hot and the pipes going upstairs are hot. Trouble is the heat is not going into all of the radiators evenly even upstairs where the larger vents are located. Where do I start? I havent found anyone who can balance the system so I am trying to do this myself. I had thought about moving the thermostat to the front of the house where the longest run is as the temp diff is about 3-4 dergrees. Any other suggestions? The boiler is about 8 years old (Crown) and the pressure is set at about 1lb. Any help would be appreciated.
