Yup, you are describing how a boiler works when it has to heat up LOTS of water, pipe, and cast iron radiators from a cold start. The best way to control this old converted gravity hot water system setup is to use an outdoor reset to keep the boiler and radiators at the temperature required according to the outside temperature while running the circulator 24/7. It fixes the problem.
