Treatment won't increase btu content or efficiency, except to be burning oil instead of water and unburnable particles, which are a small portion of the content if the oil is good to start with. I think tank pumping and cleaning from the bottom when it gets a few inches high in the tank bottom is better than trying to absorb old dirt and water with chemicals. But some treatment to absorb water and break up sludge as a preventive is better than not using it.
