A smart oil dealer will put oil treatment in his storage tanks to be able to sell oil instead of sludge and water to keep happy customers. You can add some. Treatment won't increase btu content or efficiency, except to be burning oil instead of water and unburnable particles, which are a small portion of the content if the oil is good to start with. I think tank pumping and cleaning from the bottom when it gets a few inches high in the tank bottom is better than trying to absorb old dirt and water with chemicals. But some treatment to absorb water and break up sludge as a preventive is better than not using it.
