It sounds like you overfill the boiler. If what you say is correct that it is a three family house the total height from the boiler to the top floor is about 32 feet, 15Lbs. water pressure
in the boilershould be enough.
If pressure rises after you set it at that setting, it could be that your expension tank is filled with water. If the expension tank is the extol type there is a air valve on top. It might have ruptured the diaghram inside. If that is the case your best bet is to replace it with maybe the next size.
