Pressure Valve keeps releasing

Hi,
The 30psi pressure release valve on my dunkirk boiler keeps filling a paint can full of water about every two days. I have a 3-family home (3 stories). I'm not sure what could be causing this. I've flushed the valve and the it seams like its reseated fine and it doesn't leak when the pressure is below 30psi.. The system is just running right at 30 after its on for a little while.

I have a 12psi intake which is obviously not enough for this house, but would that cause the pressure to run too high? There are also some popping sounds in most of the floor rads but I don't know if that's related or not...

Any help would reall be appreciated. The max psi the boiler will run at is 50. I was thinking of just replacing the valve w/ a 45psi one.. Is this dangerous/stupid?
