The flow restrictor upstairs explains a lot. The pressure should be regulated down by the pressure control downstairs. A flow restictor upstairs creates an unnecessary and 'false' condition where steam constantly flows upward at an excessive rate to keep condensate up in the sytem instead of letting it fall back to the boiler.
