Steam Boiler Pressuretrol settings?

I had a Independence Burnham Model number PIN5SNS-HE2 installed 4 months ago. Our heating bills have not gone down from the old boiler so I am looking to find out why. Can someone tell me about my pressure settings? I keep reading that the pressure for Steam Boilers should be less than 1 PSI. I have a Hunnewell Pressuretrol with settings for Main at 15 PSI and Diff at 3 PSI. The internal Syphon gauge never changes from .5 during the heating cyle. Is this correct? All my radiators heat well, but one gurgles even though the pipes and radiator are pitched with new vent a properly working flow valve.
