Check the position of the little slide dial under the cover of the thermostat. It is called an anticipator. If the dial is down near .2, move the dial up toward .5 and observe what happens. The problem you describe of short cycles might go away. Electronic thermostats have dip switches on the back to set them for hot water or steam systems. Hot water and steam systems can also fire their burner on and off rapidly when the burner is too big for the home.
