Harold, The hand valve is in the open position and then there is a backflow preventer (I think) and then the pressure reducing valve. We were told to keep the valve open. Whether there is or has been a leak we don't know. The reason I asked the question about the rust is someone told us that if there is rust in the system it builds up in the boiler and causes problems. They said we should flush out the boiler. Also our presure is only at about 9. Thanks Karen
