Pin hole leaks (Alkaline PH)

Recently I replaced an expansion tank in a hydronic floor system because of a pin hole leak in the top of the 10 year old tank. After replacing it, the next one failed in 45 days with two similar pin holes in the top of the tank. I checked the PH and it does look very Alkaline (above 8). Is this maybe the problem and would I be better off to flush the system then to treat it and how would one treat it? One of the reasons I have not flushed the system is that the water has been treated in the past with a rust inhibitor due to the oxygen permeable pipe I used and I have not found a replacement product. Any suggestions.
