purpose of nut at the bottom side of one-pipe steam radiator?

Dum question, but anyone know what this is for? It looks like some sort of nut that's screwed in to close a hole near the bottom of one side of the radiator. It's on the side away from the shutoff valve and it's directly under the steam valve. Is it some sort of cleanout port?

Still trying to figure out what's wrong w/ this radiator that started not heating up as much about a week ago. With the steam valve off, there doesn't seem to be that much air pushing out the steam valve hole, so it seems almost like something is blocking it. The shutoff valve is opened all the way....
