I have since installed a pipe on the side of the house that diverts the sound away from the neighbor. I also live on Long island and am familiar with the town of hempstead where you live. At this time they don't have a ruling on the "noise" eminating from the direct vent. With enough complaints they may adopt a code, you can e mail Kate Murry the superviser and complain. The required separation by the NY state building code from a window is 4'-0", so verify this at your house. I have been told that most of the smoke coming out is actually water vapor which will disappear in the warmer months.
