Boiler Oversized

I have come to the conclusion that my boiler is grossly oversized as the water temperature rarely reaches 120 degrees. I had a professional out and he estimates that it is running at about 50% efficiency. My system is hot water with cast iron radiators. The boiler is a Weil Mclain CG Series 12 175,000 BTU with one thermostat controlling the circulator pump and boiler. I am installing a radiant floor in my bathroom remodel project and wondered if I should go ahead and replace the boiler and take advantage of the high efficiency condensing boilers. Is there anyway to quantify the cost savings I may realize by changing out the boiler? Thanks in advance.
