Yes, that is what is happening. If the boiler runs the temperature up and continues to run after that, never getting higher, you have more radiation than necessary. If you add a radiant floor to that as well, the water won't get that hot.

That is not a temperature your boiler is designed to run at, it is supposed to be hotter, at least 140F.
